In light of ex Mayor Feyen’s info on the Horowhenua this is on topic (see also our LG Watch pages/Horowhenua and peruse journalist Veronica Harrod’s info both here in ‘categories’ at left of page, & on Veronica’s public FB page. She writes extensively about property development).
A whiff of corruption hangs over moves to urbanise Plimmerton Farm, a 384 hectare greenfield property within the Porirua district that has been bought by Plimmerton Development Ltd (PDL). The Porirua City Council and PDL are working together to get the property rezoned under the district plan from rural to an urban zone and pave the way for a 2,000 unit residential development. For several reasons, which I will touch on below, the site is wholly unsuitable for urban development. That is not just my opinion; the process for changing the district plan has attracted 138 submissions, mostly hostile to parts or the proposal as a whole. Big-hitters against the plan change include Forest & Bird and the QEII National Trust.
Horowhenua’s former mayor Michael Feyen offers many insights into how local governance has operated since the 1989 LG Act, information that many of us are not aware of. Michael points out what needs to change and why … vital info for moving forwards. EWR
Note: the image above is from a protest in 2016 at HDC.Horowhenuapeople are very politically awake and active. (See the LG Watch pages).
Former Horowhenua Mayor Michael Feyen shares his thoughts on the changes in councils since the LG Act 1989, the suppression of mayors, real government for the people and more. Important insights from one who can speak from experience gained within the system. EWR
If you hadn’t already noticed, councilors are frequently silenced about all sorts. It’s what I’ve noticed anyway. That and their ‘public excluded’ meetings. All secret squirrel & not good enough considering who is paying them. The LG system needs reformatting. EWR
Wellington Mayor Andy Foster has called in the lawyers in what is being seen as an attempt to hush councillors talking about the city’s library.
Then, when Wellington City Council got word councillors were indeed talking, it doubled-down, with a warning from law firm Simpson Grierson sent to Stuff on Sunday night.
On Friday afternoon, Foster sent all councillors an email with advice he had sought from Simpson Grierson after some elected officials gave their opinions around strengthening the quake-prone Wellington central library.
These videos are from the Mayor of Horowhenua, Michael Feyen. This is a ‘people’s Mayor’ who, like his former deputy Cr Ross Campbell, seems as much at home digging a haangi or drying dishes as he is wearing his mayoral chains. Just into his first term as Mayor however he had most of the councilors go public with a statement saying they supported not him but the CEO. For background to this situation read this article. His selected Deputy Mayor was unseated just hours into his term for speaking on social media about what looked like insider trading (and that hasn’t gone away, see Ross Campbell’s recent updates). This is all not surprising in light of the fact that these two have blown the whistle on quite a lot of things they saw as ‘not right’ in the course of their work in Council. Council pollution was another issue they highlighted. And so come this campaign the Mayor has had next to no coverage by media. Stone walled & neutered as he puts it himself, he has had a difficult uphill battle with a council that seems more intent on the business of property development than the interests both he & his former deputy would have liked to focus on. A keen supporter of retaining the Horowhenua community housing for instance, Mayor Feyen was removed from the housing committee because he had a conflict of interest! (ie he wanted to retain the housing … he had seen among other things opportunities for employment therein for the young people of the town, the same as his aspirations to pursue trapping of pests in lieu of the use of 1080 poison and of investing in the hemp growing industry). The list goes on, not a list shared largely by his colleagues. The housing sold for a song incidentally, to a property developer who then partnered with an established housing provider with promises to maintain the then status quo, however the contract ends in 2029 or thereabouts & just 18 months in they rents have already been raised.
“Effective growth is a partnership between council, central government and private enterprise….away from the unsettling glare of public commentary…” explains one HDC councilor regarding all of the public excluded meetings by which the assets are being sold. (See this article also). Developers are also exempt from paying development contributions to Council. And nowhere else in the country besides Horowhenua does a District Council have a CE and a Deputy Mayor who are both registered property developers.
Listen further to the Mayor’s latest update, expanding further on LG in NZ:
A highlighted issue with this election has been the difficulty involved in voting (see Veronica Harrod’s info). This was the same last election when many folk did not receive their voting papers and the voting info office was frequently either unmanned or closed. Curious isn’t it?
So amidst the LG so called ‘sustainable’ councils up and down our clean green land (not) we have a raft of property developers busy with their public private partnerships selling up all of the public assets for a song. Then there has been the ongoing escalating debts of Councils. That has been an issue in the Horowhenua as well … it’s ‘good debt’ we’re frequently told. Currently, right on election time, the Horowhenua CE is away on holiday and has been for several weeks. This is the CE who was intercepting the emails of his staff for ‘safety reasons’ it was touted. Who paid a secret payment to a local iwi without the Mayor’s knowledge. Mayor Feyen is himself a staunch supporter of true partnership with Tangata Whenua & honouring the principles of the Treaty. Currently the Council’s real commitment appears to be mainly lipservice.
You can watch the discussion around this here at the publicly streamed HDC meeting. It will be up for some months but not forever (See other links in the POST SCRIPT at the end of the article). From hereon in anyway, if you wish to film HDC’s public meeting you must seek permission first. It’s about protecting staff, same as the rationale for vetting staff emails. Staff safety. Unless your name is Cr Ross Campbell that is.
Since Mayor Feyen was elected we’ve had live streaming of Council meetings, initially to FB also however with what appears to be a growing trend in censorship & control at the Horowhenua LG level (the intercepted emails, the stonewalling of the people’s mayor, the refusal to open the books, the shut down of a local land owner’s water supply … I could go on) the FB streaming’s been stopped. You can listen to the discussion around that at the HDC website. (Good luck on finding it, it was the meeting prior to 10/10). The available stream at HDC’s site appears to be edited by the simple fact it switches view periodically & frequently what is being said cannot be heard or cuts off midstream.
A local person who spoke in the public speaking time, outlined that he has been filming meetings for 8-9 years with never a problem. Independent filming meant there was always an independent & true record of the proceedings available should any other system fail.
Apparently at the tea break of the said meeting on 10/10/18, he requested permission to film and was denied. No time wasted in putting the said tweaks to operations into action.
This all also takes place around the event of the aforementioned Cr Campbell fearing for his safety & announcing at the last meeting that he had sought Police advice & from thereon in would be carrying a pen size camera to use if any threatening behaviour should recur. That of course went down like a lead balloon. Going by the responses, few were bothered for his safety, rather he was ridiculed for his precautionary measures. If you take time to listen to the meeting you will hear the many comments around that (hopefully).
In case you didn’t know Cr Campbell was assaulted in 2004 so he has every right to be taking precautionary measures. You can read about that event here. (At the link be sure to read the related articles as another assault allegedly relating to Council issues occurred in 2016).
Likewise, former Cr and Mayoral candidate Mrs Anne Hunt who also spoke on 10/10/18, told of how she had received death threats as a Mayoral candidate. You should hear that on the stream (hopefully). She spoke similarly the day Cr Campbell was unseated which media completely ignored. These threats are clearly not something to be ridiculed. And yet your elected councilors (well some of them anyway) seem little bothered about them.
So people, if you want to hear the public meetings & see for yourself the bad schoolboy-like behaviour of some of the councilors, you’ll need to be there in person. Streaming will continue but I personally wouldn’t be too reliant on its being the full uncut version you’ll see somehow. In my opinion anyway.
Finally, it’s not that easy to find & access the public stream on HDC’s website. It’s what folk have been complaining about since it left FB. I’ve just looked & can’t find it so had to return to the link placed on HDC’s FB page. Too bad if you’re not on FB. You could phone HDC for directions.
Bruce Rogan who is interviewed in this video by Vinny Eastwood – Bruce’s story can also be found on our Local Govt Watch pages at the main menu. Their story is shocking. See our Agenda 21 in NZ pages also for Dr Naomi Jacobs’ take on it. She was inspired by the Mangawhai rate payers’ debacle to write with some insight into what is really going down, taking the very long view. This is a must watch if you are increasingly puzzled by the goings on, often in secret (public excluded) behind your Council’s closed doors. They don’t want you to know. Vinny’s about exposing corruption among other things, his style of presentation is different to mainstream, and his facts are accurate. Consider supporting his work, we desperately need independent media. EnvirowatchRangitikei
Why Local Government Is The #1 Thief Of Your Money, Bruce Rogan http://www.thevinnyeastwoodshow.com/s… By far the most BORING topic to many people is any kind of talk about local government, “Aww why me?!” they shriek (internally and silently) as they’re lulled into a sound slumber ala the droning monotone, via the whining microphone, through the groaning speakerphone, rebounded off the empty acoustically rebounding lavish ceiling of a city hall meeting. The truth however is far more interesting than just mere dates and figures rambled forth, but in fact a great world of intrigue! The truth would be better defined as a white collar crime syndicate disguised as a local government that feeds off the wealth created by people who actually work for a living, then hand it off via bribery disguised as bidding, to international organised crime syndicates disguised as contractors, who then invent crises disguised as work projects to confuse people as to where the justification is in stealing everyone’s money. Amidst public outcry from the gallery at HDC’s pre, public-allowed portion of the meeting, the decision was made for the sale of the flats. Read details in the article attached. These flats have been the subject of much controversy as like dominoes the Horowhenua DC follows many other districts who have sold (out). More evidence of the great divide as we drift (or is it slide rapidly?) from a caring benevolent society to one that considers the profit motive only. We’re told often that these sales are to pay down debt yet read the rationale behind debt in the LG article below. They justify debt as being perfectly normal. The new norm. Same rationale the government/corporation use for selling the state housing yet the HC was running at a profit!
And the ‘consultation’ with tenants for the sale of these flats took place over a Council-purchased dinner for heaven’s sakes. Does that not tell you something? And I’ve been told by one outspoken tenant he was shut down very quickly when he voiced any dissent over the sale. Consultation by Councils are a sham, period. Go to this link and see for yourself what their definition of consultation actually is. It is not taken from the Webster’s nor any other dictionary in case you didn’t realize this. This is from the LG magazine written in quite a humourous tone so you’d be forgiven for thinking they are taking the proverbial pee. You can read the entire article at this link.
So you can see why people are banging their heads on brick walls. Does it occur to you to ask, why have Council or the LG folk not come forward and explained this difference of meaning to the public? Seems logical doesn’t it? Yet they seem to prefer to keep us in the dark or banging our heads, all for the want of a simple explanation. We dutifully turn up at their sham consultation meetings thinking they are taking our opinions into account. May as well stay home by the fire and save your energy.
Anyway, read what happened over the secret squirrel meeting HDC then proceeded to after the public outcry and the hamstrung Mayor tried and failed to stall the sale. The majority in Council love secret squirrel meetings, they don’t want the public to know what’s really going on. Same as they won’t open the books as was requested long ago. It gets easier to see why a Mayor who is pushing for transparency & public involvement is being ostracized. He is the complete antithesis of what has been going on there. By the way, if you haven’t already, check out our Local Govt Watch pages at the menu. You’ll be surprized. NZ’s become very corrupt as also have our DCs. This is on account of Agenda 21/2030, the UN plan for ‘sustainable’ development that is everything but sustainable. Check out those pages as well if you want to understand what is behind all of this change in tack. EnvirowatchRangitikei
Watch NZH Local Focus: Sold! Horowhenua’s pensioner housing gone
There was anger in the public gallery as Horowhenua District Council voted to sell off 115 pensioner houses across Levin and Foxton.
Nine Councillors ignored the Mayor’s motion to stall the sale process.
He wanted the Finance and Risk Committee look at the sale and for councillors to get a briefing on it.
“This has just gone straight to in committee, with only one councillor involved in the evaluation of the whole proposal, in terms of those that put in expressions of interest. Remember council voted me out of that committee because I had a conflict of interest Because I’ve been vocal in my manifesto to get elected, I had said I wanted to retain pensioner housing,” says Mayor of Horowhenua Michael Feyen.
Horowhenua residents ‘stonewalled’ by council in battle to keep pensioner housing
Horowhenua mayor Michael Feyen wants more public consultation before council-owned pensioner housing is potentially sold off.
Horowhenua residents feel “stonewalled” by their council after the planned sale of pensioner housing was discussed behind closed doors.
The Horowhenua District Council was on Tuesday evening considering an evaluation panel’s recommendation over the potential transfer of 115 council-owned pensioner flats in Levin and Foxton, as well as 1 hectare of residential development land in Levin.
Councillors debated their options behind closed doors and some residents, as well as mayor Michael Feyen, were not happy.
“…Agenda 21 is a UN action plan implemented worldwide to inventory and control all land, all water, all minerals, all plants, all animals, all construction, all means of production, all energy, all education, all information, and all human beings in the world” Rosa Koire
Here is an example of UN Agenda 21 and ‘sustainable development’ in action (now known as Agenda 2030 as time moves on). On the surface it looks legitimate … however as Rosa Koire points out (see her video, link further down) it is a covert plan to inventory and control everything you hold dear including yourself & your freedoms. Before you conveniently write this off as ‘conspiracy’, research it for yourself.
As this plan works out in this example (and there are many others like them) the cabal with their banking cohorts engage people with unrepayable predatory loans engineered with a mix of raised interest rates & other manipulative tactics until deep in debt they are driven off their land. While all due respect & sympathy goes out to these unsuspecting farmers (because they didn’t fully realize who and what they were up against with the banking system and their predatory loans) this is the treatment indigenous people, and particularly Australian indigenous, have endured for centuries. Content to live on the land, not rape and pillage it as do the corporations, and with great respect take from it only what they needed, they were trammeled underfoot in the name of ‘progress’ (aka greed of the few). The point is, the same greed for land by those who sought it in colonial days, goes on today & here it is in full flight (and I’m not referring to the average colonial folk back then who simply wanted to survive, oft times driven from their own lands by the same greed witness Scotland and Ireland). Read Who Owns the World? by Kevin Cahill (his lectures are also on Youtube) for an exposé on the deception we’ve been fed about that.
Our respective countries’ governments are corporations(NZ), our local governments are corporations/companies also and democracy is rapidly becoming an illusion witness the battles folk are having with their District Councils and rates wars. (See all our Local Govt Watch pages at the main menu). Companies exist for profits not people and are fast becoming the means of the new world order (talked about frequently now) to acquire ownership of the entire planet … ownership and control is the real agenda. Check out our Agenda 21 pages for more information on that and hear from others who have endured the same as these people here … from those who have seen this outworking in the paperwork of their respective businesses and professions like a US woman Rosa Koire did. See also our Banking pages. There’s an agenda going down that is covert but becoming more overt by the day. These bully boys have always employed the military & the long arm of the law to achieve what they could not by ‘friendliness’ and deception (see Dr Hirini Moko Mead on the *three phases of colonization). Witness the various land wars in the colonized countries, in our own (NZ), a means of acquiring land from non-sellers. Government legislated War &/or confiscation was the modus operandi. People need to wake up what is going down right under their noses. There is a new wave of land grabbing in progress right now.
For further information on this issue in Australia see this Youtube channel. And to read about the NZ man from whose bank account the ANZ took $5400 to pay his rates go here. (He withheld payment for good reason, read the full story here). See also our Corporations pages.
Netherlands-based bank Rabobank with the aid of an armada of government-paid enforcers arriving in government vehicles along with grubby receivers Ferrier Hodgson heavied Noeline Bradshaw and her son Neil to get off their cattle property, Ballabay north of Pentland. Noelene and Neil were arrested by several violent officers and marched off to the paddy wagon. Although the receivers and Rabobank representatives indicated they would go to the negotiating table after a court appearance on Thursday, in order to avoid a welcoming party at the property they did not arrive on Monday February 20 as they had indicated. Instead they arrived in military style on Wednesday, with enforcers blocking the entry road and threatening any media or supporters with arrest if they tried to enter. Ferrier Hodgson were supposed to remove the family on “voluntary terms” as they had suggested. It appears they did not wish to have any other parties present when removing the entire family. Neil Bradshaw owns cattle on the property that are not mortgaged to Rabobank. He previously circulated descriptions and brands of his cattle to all livestock agents and meatworks warning them not to deal with the cattle.
This sorry saga of a foreign bank dispossessing honest, hard-working Australians from their properties is completely sanctioned by the LNP and Labor Party. Bank industry sources believe Rabobank is acting in league with coal and gas companies to remove land holders in order to easily access known coal and gas reserves in the Pentland district.
“Rabobank will have token buyers lined up ready to buy the properties at discounted prices, leaving the Bradshaws holding the bag with a $1 million or more deficit, which without any means of income they will never be able to pay off,” the source said.
Yesterday Member for Kennedy Bob Katter weighed into this disgraceful episode, contacting the Labor Polce Minister(whose husband is a police inspector) then arriving at the Charters Towers police station to get the Bradshaws out of the watch house.
He was told the Bradshaws had been released just before he arrived. The clearly upset Bob Katter told Cairns News that the lending practices of the banks are designed to allow foreclosures. “In this case the bank loaned the family too much money because of droughts and poor cattle prices then the government-instigated live cattle export ban which placed them in an unviable position,” he said. “The banks are a law unto themselves and there is no power on earth to control them. “I have got hundreds of similar cases on file where farmers have not been able to get any relief from any of the so-called government watchdogs like ACCC, courts, the Reserve Bank ASIC and others that are supposed to offer financially stressed businesses relief. “Banks like Rabobank continue to flagrantly break the law. “The Bradshaws are devastated after a lifetime’s work to lose their possessions to a foreign bank or any bank. “The bank will make a profit of half a million or more from these seizures and the Bradshaws will have to carry a $1 million or more debt for the rest of their lives. “This assault on an Australian farming family clearly demonstrates the urgent need for a Royal Commission into banking practices.”

This is right on topic and worth a re-visit in light of recent goings on around the country. We as a nation have adopted such a time worn clean green image, it doesn’t occur to many that the reality of the image died long ago, especially with only 40% of our rivers now clean enough to swim in. The clean and green has spilled over long ago into every area of our lives to the extent most Kiwis wouldn’t dream of believing corporations lie to us. Invited over a year ago to speak to a group of senior cits about Smart Meters (aka here as Advanced Meters) my information was greeted in some corners with snickers and whispers. We are a very trusting nation, particularly that generation. That was great three and four decades ago. It isn’t any more. If you are that trusting now you are fair game and seen as simply a sucker. I watch with angst as I see it played out before me … the elderly treated as cash cows by enterprising and unscrupulous business people, and particularly real estate agents. If you’re snickering now please go and watch The Corporation documentary (halfway down the ‘Corporations’ page). That will make you stop. Not to get off topic here (I could say much more but I won’t) … our District Councils have come under much scrutiny of late with many particularly savvy people holding them to the lip service they tend to pay on their websites. Check out our Local Government Watch pages on the site menu for some of the happenings around your country Kiwis. All is not as good as many believe. Listen to the story of the man in Rodney who exposed the corruption in his District Council. He lost his home and business. Certain ones will deal to those who rock the boat it seems.
The following article is from the Whale Oil blog and raises some important data to ponder on. EnvirowatchRangitikei

With three officers from Auckland Council CCO – Auckland Transport – now set to go on trial for bribery it is a convenient opportunity to raise the issue of corruption in local authorities.
Most ordinary citizens have no idea that corruption is rife. But there are varying types of corrupt behaviour and unless one is familiar with the law they can be overlooked.
Two of the most common forms of corruption occur so often you think it’s normal.
These two particular forms of corruption do not result in personal gain – such as back pocketing cash. But they do result in breaking the law, and they happen daily.
The first is ‘malfeasance’ and the second is ‘misfeasance’.
Both are the abuse of authority – or the position of authority.
These generally occur by breaking the rule of law. In NZ the laws that generally govern Local Government are the LGA (Local Government Act) and the RMA (Resource Management Act). Some other laws like the Public Works Act are part and parcel as well.
Breaking the law for ordinary citizens results in penalties. If caught it can do the same for those in local government but nobody is policing them so nothing happens.
Revelations here from an honest Councilor who tries to represent the people who elected him! Cr Ross Campbell posted this video on his Facebook page recently.
Please folks, take care how you vote this coming LG election. Find Crs/representatives who stand for truth and integrity, these are the ones who will represent you democratically as they should. Help stop the growing corruption and lies in our District Councils.
Horowhenua Mayor Brendan Duffy’s select Committee – is a non elected group that tells the elected councilors how to vote – says elected Councilor Ross Campbell of the Miranui Ward in the Horowhenua District, lower North Island. In this video he explains more and is expressing his concern about the way things are run. There is a lack of democracy.
And if you would like further confirmation of this state of affairs within the HDC & other LGs, visit the Local Government Watch pages … there you can read about a former Cr Mrs Anne Hunt’s experience in being eye balled & told how to vote. This is happening people, in our Councils NZ wide… check out the other Councils that have also come to light. Rodney for instance. I have heard personally of it happening in one other Council. Please read the Agenda 21/2030 pages for further information on why that is happening, and watch the video there by former Australian politician, Anne Bressington. (Search the sub pages to Agenda 21, Agenda 21/2030 in NZ also).
A word of endorsement from Councilor Michael Feyen … “Take the time to have a listen to Councillor Ross Campbell’s very good summation of what we are up against in this HDC District. If the Horowhenua wants to progress it won’t be under the current regime.” Cr Feyen is standing this election for the Mayoralty.
Horowhenua Disrict Council and the non elected committee that is making decisions
TRANSCRIPT OF CR CAMPBELL’S VIDEO
“My name is Ross Campbell and as most of you know I’m the District Councilor for the Miranui Ward which takes in Tokomaru & Shannon, Opiki, Akarua, Buckley & Mangaore and this lovely part of the district of Miranui.
I’ve got a few things that concern me when I’m in Council. One of them is these … we get a lot of information at Council … we get information from the NZTA you know, that’s the roading people; we get Government departments telling us all sorts of statistics and things, what they are likely to do and what they want to do. We get a lot of information from statistics of course, we get market trends, we get inquiries from overseas investments … we get information from Regional Councils, Health Boards and so it goes on … there’s a lot of information coming in. This information is meant to be used in briefings to councilors, to help them in their decisions, planning the district, and which way we want to go, if we want to go forward or we want to go sideways or whatever the case might be, and so we use this information to help us make decisions. But this concern is something that I want to bring to you … it’s not always the case.
Our Mayor … some of you might not know this … our mayor has formed a group of his closest business associates. They’re the people who he mixes with. And together with these associates there are developers, there are retailers, there are manufacturers, contractors, who have been selected by him. They’ve formed themselves into what we call an Economic Development Committee. That’s what the Council calls it but I actually call it an Economic Advantage Committee … over their competitors.
You see all the information that we receive is passed on to this committee who are not elected people … they’ve not been elected to be there by you, who may be arguably your closest competitor in your business, and these people all get an unfair advantage over their closest rivals, and that rival could be you. Because of all this information coming in, they know where the trends are, they know the direction the council’s thinking. They are privy to information that gives them an advantage over others, especially at this time when we Councilors are told often to be quiet about the different possibilities that may happen. These business associates of the Mayor actually came to our table at Council the other night and addressed us and advised us to vote for the policies that would benefit them!
What is that? To me that’s insider trading. I call it that but you may call it something different. But I’m not allowed. This handful of business associates that our Mayor has selected are receiving an advantage over their competitors, and it’s just not right. These folks have not been elected by you. They’ve never sworn allegiance to the district, and are being rewarded for their faithfulness to the Mayor. Go figure.
What do you think? Just last week a decision was made to announce to the retailers in Levin as to where the road of national significance was going. But we wouldn’t announce it until February 2017. As it was told to us by the Mayor we shouldn’t announce it before the election as the Mayor, because of this, could get skinned alive. So just whose interests are we looking after? Folks, we must get out there and vote, and elect those you trust … not those who are there to furnish the Mayor’s ego and their own business pockets. That is one of my concerns and over the next few weeks, I’m going to share some of the other concerns I have. They are concerns that I believe you need to know about … that we haven’t got a Council that’s working directly for you … we’ve got a Council that is working for the few.
Please folks, take care how you vote this coming LG election. Find Crs/representatives who stand for truth and integrity, these are the ones who will represent you democratically as they should. Help stop the corruption and lies.

“The purpose of the Horowhenua District Council is to enable democratic local decision making to promote the social, economic, environmental and cultural well being of the Horowhenua District in the present and for the future… ” Horowhenua District Council
The Horowhenua Dictrict Council’s Ross Campbell, elected representative of the Miranui
Ward, expresses his growing concern about the way things at the HDC are run, in particular, with whom important information is shared and the way decisions are being made.
Horowhenua Mayor Duffy has a select Committee of close business associates – a non-elected, hand picked business group with no sworn allegiance to the district, that tells the elected councilors how to vote. Cr Campbell is not alone in his concern.
Fellow Councilor Michael Feyen of Foxton confirms what Cr Campbell is saying … “Take the time to have a listen to Councillor Ross Campbell’s very good summation of what we are up against in this HDC District. If the Horowhenua wants to progress it won’t be under the current regime.” Both Cr Feyen and Cr Campbell speak out regularly about the polluting practices of local government. Cr Campbell was allegedly assaulted in 2004 for his active part in this.
Listen to Cr Campbell’s recent announcement from his Facebook page (the following is a transcript):

But we wouldn’t announce it until February 2017. As it was told to us by the Mayor we shouldn’t announce it before the election as the Mayor, because of this, could get skinned alive. So just whose interests are we looking after? Folks, we must get out there and vote, and elect those you trust … not those who are there to furnish the Mayor’s ego and their own business pockets. That is one of my concerns and over the next few weeks, I’m going to share some of the other concerns I have. They are concerns that I believe you need to know about … that we haven’t got a Council that’s working directly for you … we’ve got a Council that is working for the few.”
Now, take a look at the mission statement if you like, of the Horowhenua District Council copied straight from their website:
Council’s Responsibilities and Activities
“The purpose of the Horowhenua District Council is to enable democratic local decision making to promote the social, economic, environmental and cultural well being of the Horowhenua District in the present and for the future.
Council is made up of the Mayor and 10 Councillors (elected members). They are responsible for determining local policy and legislation, and defining the overall vision for the Horowhenua District. Council makes decisions on behalf of the ratepayers and residents.”
The Mayor’s Role
“The Mayor is elected by the District “as a whole”, and as one of the elected members, shares the same responsibilities as other members of Council.” Some of the Mayor’s roles that relate to Cr Campbell’s concerns [abbreviated] are:
Advocate on behalf of the community
Provide leadership and feedback to other elected members on teamwork and chairing committees.
Councils nowadays are fine in their rhetoric, or should I say spin? What they are doing is regularly a very different matter. They should be making decisions DEMOCRATICALLY … on behalf of ratepayers and residents, and not on behalf of the Mayor’s close business associates!!
Horowhenua people, see what is going on in your District governance. Be sure to vote for change this October. Vote for honesty and transparency.
Please help us expose the corruption and lies by our local governments by sharing this information!
Fairly obvious who is in bed with whom here … it’s becoming such a regular occurrence with Local Government. Corporate control, corporations cooperating with corporations, duping the people that they are democracies. Democracy is a long gone mythical illusion. Check out our Local Govt Watch pages for more corruption. It’s rife now. EnvirowatchRangitikei
Increasingly we are hearing of these scenarios where democracy is shut down in our local District Councils. Time and again, people are dismayed at the fact their seeming representatives whom they elected at LG elections … are straying off onto their own agenda and refusing to listen to the voice of the people. This is a rot that has set in over recent years and seems to be getting more fascist by the day, witness this event at the Auckland Council over the spraying of glyphosate and other chemicals in public places. In the Rangitikei a few of us here have had the same quiet battle where any leaning towards non-chemical weed control is silenced, as regards policy at least. Currently we have less chemical control in town than we used to have however the DC remains adamant glyphosate is quite harmless. Another issue regarding larger than stated or consented leachate quantities being pumped into our WWTP that had come to light via the public, taken then by the Community Committee (the conduit between the public and the DC) to the DC, and simply then not accepted by the DC. Subject closed in effect! (The Community Committee it appears discusses public toilets a lot and is simply an exercise in window dressing).
All that aside, what is happening to our DCs then? They are right now looking very fascist. They have little resemblance to democracy and yet folks are still treating them as such. Expecting democratic results and finding they are everything but. They merely give the illusion of democracy. Since running this website I’ve had feedback from locals about having gone to Council over issues that concern them to little effect. They are really great at fobbing you off. It appears, and many of us didn’t know this, that you need to ask that your comments be noted. You cannot simply assume they will be. In much the same way as when I presented glyphosate research to the RDC and later learned I’d failed to ask if the Council would get back to me on the issue. Fortunately a member of the CC was seated beside me and told me the said info, and fortunately also, a Cr asked for the issue to be put on the agenda for next meeting. Had she not, the issue would have disappeared into the black hole forever. And I left wondering what they ever did with it. It would’ve been precisely NOTHING. The ever intriguing machinations of Local Government. Finally, keep in mind that your local DCs are in fact companies. This explains a whole lot. Companies are about profits not people.
Report by Hana Blackmore
On Friday 13 May 2016 legitimate debate was shut down by Auckland Council in a ruthless manoeuvre to keep concerns about carcinogenic chemical use in the city out of the public eye and off the agenda.
Council was finalising and voting through the 2016/17 Annual Plan budget.
Submissions from the public and Local Boards calling for the restoration of funding for non-chemical methods in parks, and the elimination of all use of the toxic herbicide glyphosate from public places had been ignored and omitted from the budget.
An amendment was raised with Mayor Len Brown the previous day to address this by two councillors, Wayne Walker and John Watson, but was not presented by Mayor Brown until the end of the budget deliberations.
Immediately, under a point of order, Member John Tamihere objected saying it was inappropriate and was being raised too late; Mayor Brown did not defend it; and the Chair, Cllr Penny Webster agreed it was out of order and rejected the amendment.
All this in spite of an impassioned plea by Cllr Watson for it to be heard and noting the attendance of members of the public who had sat through over six hours of debate to hear and support this amendment. Chair Webster shut Cllr Watson down as well as Cllr Walker who tried to clarify the situation and the reason it was appropriate to be heard.
Pleas to the Chair and Mayor Brown, were all to no avail.
In an act of defiance those of us still present refused to be silenced. When Council resumed after a short adjournment to rubber stamp the budget, I pleaded with the Mayor to use his prerogative and hear the amendment. Read more:

TOPIC: Local Governance & Corruption GUESTS: Bruce Rogan from the Mangawhai Residents and Ratepayers Association with activist and Mayoral candidate Penny Bright.
•How privatisation and secretive powerful roundtable groups (comprised mostly of large companies) have led to the rise of unelected, unaccountable officials.
•The utter refusal of EVERY SINGLE AUTHORITY in New Zealand to investigate corruption.
The police, the judiciary, the ombudsman, the minister for local government, the auditor general, political parties, the list goes on, every authority whose job is to investigate, prevent or punish corruption actually supports it!
•Why local citizens have no rights and why local government has no rules.
FACE FACT KIWIS
Believing NZ is corruption free was the very mechanism by which criminals took control of our country. The only reason NZ is #2 on Transparency International’s “perceived” least corrupt countries in the world list, is we’re the 2nd best in the world at concealing our corruption.
By making these reports you are adding to a database of complaints that documents multiple violations. This makes the case for change much stronger and if the department concerned doesn’t act then we can take it to media for publication and to pressure change. Mainstream media will probably be either forced to print our exposes or lose their place as Mainstream Media and those who DO share it will become the new “Mainstream Media”!
Those of you who think beyond the mainstream media … or even those who don’t … you’ve probably noticed a few things are not ticking the boxes lately regarding democratic processes.
One example would be the way District Councils appear to have minds of their own and increasingly they are failing to consult those who elect them regarding decisions that will be affecting them. Recently the Whaleoil blog featured the growing problem of local government breaking the law and points out that they get away with it because nobody is policing it. Check out the blog as there are many examples cited of things folks are encountering with their DCs.
Here is a recent example in Shannon where locals were consulted by their representing Councillor Ross Campbell on whether they wanted yet another liquor outlet licensed … overwhelmingly more were against than for (309 to 3) … yet the DC has gone right ahead and issued the liquor license anyway. So who is this council batting for? Their constituents, or the liquor industry? No prizes for guessing. Shannon has also had recent issues with discharge by Council of raw sewage into the local waterways, an ongoing issue with many DCs NZ wide. Cr Campbell was trespassed for two years by HDC for filming the discharge of raw sewage into the town’s waterways. Shutting down dissent!
The Rangitikei DC was also exposed last year with regard to their long standing non compliance in relation to pollution of its waterways with leachate. They too shut down dissent by failing to accept the recommendation of their own Community Committee!

Health and Related Services
Then we have many services (formerly ‘government’, now ‘corporate’ departments) that blatantly ignore the rules and run rough shod over people. I heard of one for instance just recently. An older woman who was admitted to A & E at a public hospital, left in a cold corridor, no warm blanket, no buzzer, calling for the toilet, left for hours in her own feces then loudly told off! The patient was too sick to respond.
Also, on the hospital subject, I heard recently of a dying patient on ‘nil by mouth’, without the family’s knowledge. On this horrific subject please google ‘Liverpool Care Pathway’ the thin end of the wedge in my opinion, to euthanasia. Now there’s huge debate as we know about that, however, since when do we administer ‘nil by mouth’ without explaining the rationale to the distressed relatives, whose loved one is crying out for water? And since when has this become the ‘norm’? Dying of thirst? I don’t recall any public discussion around this.
Weather Modification Practices
The other glaring elephant in the room on the topic of flagrancy is the practice of geoengineering … ie spraying us all daily with toxic chemicals then telling us it is only steam or condensation. Or worse, “nothing doing here please move along you ‘conspiracy theorists'”.
There will be many more issues and other departments that spring to mind that need policing.
Reporting and Taking Action
When these various events happen we’re often left standing, mouth open, grasping for who to tell, or, we’re so deep in grief we’re unable to act. And from my experience, often nobody knows just who to tell anyway. Many have tried for instance in the geoengineering domain to approach the various authorities charged with protecting us from unhealthy toxic environments only to be told there’s nothing doing. Denial, yet all the while scientific testing is revealing high levels of toxic chemicals in water and soils. These authorities need to be held to account.
So here is a venue for you to report these various incidents. It’s easy to do, simply go to the site (links below) and fill in the appropriate form online (more forms to come).
The reports will be collated to reveal the extent of the respective complaints, all documented in reports and kept for evidence when confronting the department concerned, and/or for timely publishing on this and other websites, and on social media. Since our so called mainstream media is displaying a growing reluctance to fully air the truth, we can become a force to be reckoned with. This is people power!
